Mountain House is a master-planned residential development located between Stockton and the San Jose/Oakland areas of northern California. It is a fast-growing community that attracts residents from those who work in the Bay area and are seeking more affordable housing. The development uses a “village” concept, with individual subdivisions and communities to create a pleasant quality of life for its residents. In order to provide water and wastewater services, community developers designed and constructed a 12.5 million gallon per day (MGD) surface water treatment plant and a 3.5 MGD wastewater treatment plant (WWTP), as well as all related infrastructure, designed to meet ongoing growth. Both facilities use the latest technologies to ensure that the highest quality water is provided to residents and, ultimately, treated to protect the environment.


Inframark has successfully provided reliable, cost effective management, operations and maintenance for Mountain House since 2002. Inframark provides complete and full water and wastewater services, including billing and customer service and, hence, functioning as the utility service provider.

Inframark implemented a number of key best practices, including:

  • Management of plant improvements to improve efficiencies and reliability of the WWTP processes.
  • Installation of state-of-the-art Advanced Metering Infrastructure (AMI) meter reading technology that provides real-time data access.
  • Installation of a best-in-class Data Management System for operational data analysis and efficient reporting.
  • Operation of a certified onsite laboratory.


The high standards maintained by the plant, dedication to safety and staff, and new innovative initiatives are demonstrated through:

  • Ongoing and sustained efficiencies and cost savings.
  • Excellent compliance with all regulatory standards.
  • Over 3,500 days without a lost-time accident or injury.
  • Providing ongoing upgrades and major maintenance to the WWTP.
